No, a local UAE national agent or citizen is required in Dubai Mainland. The LLC structure requires UAE nationals to own at least 51% of the company’s shares if that’s what the client wants. If the company has a professional license and a single location of operation, UAE nationals will function only as agents of the company.

To incorporate a business in Dubai or the United Arab Emirates, you will need a “local sponsor,” who must be a resident of the UAE and either a service agent or 51% stakeholder.

The foreigner’s intended line of business in UAE will determine the expected annual fees to be paid to a UAE native when establishing a firm there. However, the going pay for a local sponsor in the United Arab Emirates is at least AED 8000/- annually.
